A BILL to repeal sections two and three, article four, chapter sixty-four of the code of West Virginia, one thousand nine hundred thirty-one, as amended and to amend and reenact section one of said article, relating to authorizing the library commission to promulgate a legislative rule relating to administrative regulations.

Be it enacted by the Legislature of West Virginia:

That sections two and three, article four, chapter sixty-four of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be repealed; and that section one of said article be amended and reenacted to read as follows:
ARTICLE 4. AUTHORIZATION FOR DEPARTMENT OF EDUCATION AND THE ARTS TO PROMULGATE LEGISLATIVE RULES.

§64-4-1. Library commission.
The legislative rule filed in the state register on the twenty-fifth day of July, one thousand nine hundred ninety-six,
authorized under the authority of section twenty, article one, chapter ten, of this code, modified by the library commission to meet the objections of the legislative rule-making review committee and refiled in the state register on the thirtieth day of September, one thousand nine hundred ninety-six, (relating to the library commission administrative regulations, 173 CSR 1), is authorized.
