A BILL to amend article five, chapter seven of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding a new section, designated section twenty-four, relating to prohibiting the placement of unfunded mandates on counties.

Be it enacted by the Legislature of West Virginia:
That article five, chapter seven of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section twenty-four, to read as follows:
ARTICLE 5. FISCAL AFFAIRS.

§7-5-24. Unfunded mandates upon counties prohibited.

There shall be no unfunded mandates placed upon counties by the Legislature.

NOTE: The purpose of this bill is to prohibit legislation that imposes unfunded mandates on counties.

Section twenty-four, article five, chapter seven is new; therefore, strike-throughs and underscoring have been omitted.
