A BILL to amend and reenact section two, article four, chapter
eighteen-a of the code of West Virginia, one thousand nine
hundred thirty-one, as amended, relating to increasing the
state minimum salary increments for certain professional
educators.
Be it enacted by the Legislature of West Virginia:
That section two, article four, chapter eighteen-a of the
code of West Virginia, one thousand nine hundred thirty-one, as
amended, be amended and reenacted to read as follows:
ARTICLE 4. SALARIES, WAGES AND OTHER BENEFITS.
§18A-4-2. State minimum salaries for teachers.
(a) Each teacher shall receive the amount prescribed in the
"state minimum salary schedule I" as set forth in this section,
specific additional amounts prescribed in this section or
article, and any county supplement in effect in a county pursuant to section five-a of this article during the contract year.

Subject to a recommendation by the governor for a pay raise
through the delivery of an executive message to the Legislature
and an appropriation by the Legislature for a pay raise, each
teacher shall receive, effective the first day of July, one
thousand nine hundred ninety-nine, and thereafter, the amount
prescribed in "state minimum salary schedule II" as set forth in
this section or article, and any county supplement in effect in
a county pursuant to section five-a of this article during the
contract year.

If "state minimum salary schedule II" becomes effective on
the first day of July, one thousand nine hundred ninety-nine, and
the governor recommends a pay raise through the delivery of an
executive message to the Legislature and the Legislature
appropriates money for a pay raise, each teacher shall receive,
effective the first day of July, two thousand, and thereafter,
the amount prescribed in "state minimum salary schedule III" as
set forth in this section or article, and any county supplement
in effect in a county pursuant to section five-a of this article
during the contract year.

(b) Six hundred dollars shall be paid annually to each
classroom teacher who has at least twenty years of teaching
experience. The payments: (i) Shall be in addition to any
amounts prescribed in the applicable state minimum salary
schedule; (ii) shall be paid in equal monthly installments; and
(iii) shall be considered a part of the state minimum salaries
for teachers.
NOTE: The purpose of this bill is to increase the state
minimum salary increments for professional educators by adding an
additional 6 years to each section of the schedule from AB to
Doctorate. Each step would increase salaries by $465 in each
category.

that would be added.
