A BILL to amend article five, chapter five of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section four, relating to salary increase for all state employees.

Be it enacted by the Legislature of West Virginia:
That article five, chapter five of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section four, to read as follows:
ARTICLE 5. SALARY INCREASE FOR STATE EMPLOYEES.
§5-5-4. Cost-of-living salary increase for all state employees.
(a) Effective for the fiscal year beginning the first day of July, one thousand nine-hundred eighty-eight, every eligible employee as defined in paragraph (b) of this section shall receive a salary increase in the amount of seven and one-half percent of his or her annual salary. This increase shall not be construed to prohibit other pay increases based on merit, seniority, promotion or other reason, if funds are available for such other pay increases: Provided, That the executive head of each spending unit shall first grant the herein mandated increase in compensation to all eligible employees prior to the consideration of any increases based on merit, seniority, promotion or other reason.
(b) This pay increase shall apply to any regular full-time employee of the state or any spending unit thereof who is eligible for membership in any state retirement system of the state of West Virginia or other retirement plan authorized by the state including faculty employees at public institutions of higher learning but excluding any elected or appointed officer of this state.



NOTE: The purpose of this bill is to increase the salaries of all state employees by 7 1/2% in order to offset the increased cost-of-living.
