HOUSE CONCURRENT RESOLUTION NO. 13


(By Delegates McKinley, Wallace, Henderson, Leggett, Evans, Anderson, Walters, Burk, Warner, Beane, Brum, Johnson, Kiss, Riggs, Willison, Faircloth, Harrison, Border, Richards, Overington, Vest, Oliverio, Ashley, Facemyer, Nesbitt, Miller, Trump, L. White, Huffman, Pulliam, Tribett, Frederick, Louisos, Talbott, Ellis and H. White)

Requesting that the Congress of the United States enact legislation to provide tax credits to businesses which locate in states with chronic rates of high unemployment. The tax credits shall apply to corporate taxes and any other applicable federal tax.

Whereas, West Virginia consistently leads the nation in unemployment; and

Whereas, Economic growth and development in areas of this nation, including the Appalachian Plateau, would benefit the entire nation; and
Whereas, The people of these areas are hard working, industrious people who are looking for an opportunity to participate in the work force; therefore, be it
Resolved by the Legislature of West Virginia:
That the Congress of the United States is hereby requested to enact legislation to provide tax credits to businesses which locate in states with chronic rates of high unemployment. The tax credits shall apply to corporate taxes and any other applicable federal tax; and, be it
Further Resolved, That the Clerk of the House of Delegates be hereby directed to forward a copy of this resolution to the West Virginia Congressional Delegation.
