and Wills)
Requesting the joint committee on
government and finance to
arrange for any special
legislative committee
studying the Governor's tax
commission reforms to also
study the impact of such
reforms on businesses and
industries in border counties
as relate to their ability to
compete with similar
businesses and industries
across state lines and to
report their findings and recommendations to the full
Legislature.
Whereas, The Governor's tax
reform commission has recommended
extensive reforms to the state tax
structure, which are intended to
bring about a more fair and
equitable system of taxation; and
Whereas, These recommended
reforms include dramatic changes in
the system of business taxation;
and
Whereas, It is unknown at this
time whether implementation of
these tax reforms will cause
business and industry in West
Virginia's border counties to be at
a competitive disadvantage with
similar businesses across state
lines; and
Whereas, The Legislature of
West Virginia will prefer to
consider such tax reforms in a
future special session by
appointing a special committee to
begin studying the specific impacts
of the recommended reforms upon
individuals and businesses;
therefore, be it
Resolved by the Legislature of West
Virginia:
That the joint committee on
government and finance be requested
to arrange for any special
legislative committee studying the
Governor's tax commission reforms
to also study the impact of such
reforms on businesses and
industries across state lines, and
report their findings and
recommendations to the full Legislature; and, be it
Further Resolved, That the
Clerk of the House of Delegates be
directed to cause a copy of this
resolution to be sent to all
affected parties.
