HOUSE CONCURRENT RESOLUTION NO. 20

Requesting the governor, the West Virginia state police, county
commissions, county sheriffs, municipalities and city police
departments to provide development, training and support for
neighborhood watch groups.
Whereas, The federal government has greatly expanded grant
funds to provide support to state and local law-enforcement
agencies in fighting against crime; and
Whereas, Many rural communities of this state, for reason of
their remoteness from areas of large population, where the
benefits of increased law-enforcement personnel and modern
equipment are situate, are compelled, for their protection, to
bind into neighborhood watch groups, without training, equipment
or other means to effectively protect themselves and their
property; and
Whereas, It is both reasonable and right that these
neighborhood watch groups receive aid and assistance from their
state and local governments to assist them in protecting the
communities in which they serve; therefore, be it
Resolved by the Legislature of West Virginia:
That the governor of this State, the West Virginia state
police, county commissions and county sheriffs, municipalities
and city police departments, through all means available,
provide development, training and support to the neighborhood
watch groups of this State; and, be it
Further Resolved, That the Clerk of the House of Delegates
be directed to send a copy of this resolution to all affected
parties, but expressly including the state police, county
commissions, county sheriffs and municipal police departments.
