HOUSE CONCURRENT RESOLUTION NO. 23

Requesting the Joint Committee on Government and Finance in
conjunction with the Public Service Commission to make a
study of electric and gas utilities in each county of the
State, including industrial accounts, residential accounts,
residential and industrial accounts on electric heat, and
the annual cost of electric heat for residential and
commercial properties including schools.
Whereas, The potential market for natural gas in West
Virginia has not been determined; and
Whereas, It is in the best interest of the State to know
accurate information regarding the market for natural gas;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance, in
conjunction with the Public Service Commission, is hereby
directed to review, examine and study electric and gas utilities
in each county of the State, including industrial accounts,
residential accounts, residential and industrial accounts on electric heat, and the annual cost of electric heat for
residential and commercial properties including schools
; and, be
it
Further Resolved, That the Joint Committee on Government and
Finance, in conjunction with the Public Service Commission,
report to the regular session of the Legislature, 1999, on its
findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
