HOUSE CONCURRENT RESOLUTION NO. 39

Requesting the Joint Committee on Government and Finance to make
an interim study to review, examine, and study the
effectiveness of programs available to students at risk,
including students with disabilities; academically at risk
students; place bound and economically distressed students;
and minorities in primary, secondary and postsecondary
schools, as well as public institutions of higher education.
Whereas, The West Virginia Department of Education has
identified access, postsecondary education and job training as a
priority for West Virginia's children; and
Whereas, A substantial number of West Virginia's children
enrolled in the public education system are at risk for dropping
out of school, and may never be employed at their full potential;
and
Whereas, The State of West Virginia desires to do all it can
to further the goal of providing postsecondary education and
career opportunity for all children, including students at risk;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee of Government and Finance is hereby
requested to review, examine and study the effectiveness of:
programs and services available to students at risk in primary,
secondary and post-secondary schools, as well as public
institutions of higher education; programs relating to community
service and involvement; programs that encourage and support
students to remain in school; programs to promote higher
education and career access; and that the study further identify
exemplary leaders in the areas of programmatic success; community
resources that can be drawn upon to serve students at risk;
initiatives that should be replicated through statute and policy
to improve the future for West Virginia's children; and that the
study further include on-site visits to primary, secondary,
post-secondary schools and higher education institutions, as well
as community based support programs; and that recommendations for
the creation, implementation or expansion of programs be made to
the State Board of Education, the Board of Directors of the State
College System, and the University of West Virginia Board of
Trustees; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1998,
on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Ggovernment and Ffinance.
