HOUSE CONCURRENT RESOLUTION NO. 39

Requesting the Joint Committee on Government and Finance to make a
study of costs of motor vehicle insurance coverage generally.
Whereas, Many of the citizens of West Virginia have enjoyed a
decrease in the cost of motor vehicle insurance coverage in recent
years; and
Whereas, The cost of motor vehicle insurance coverage in West
Virginia is significantly higher than the cost for similar coverage
in surrounding states; and
Whereas, The cost of motor vehicle repair is higher in West
Virginia than in surrounding states; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to appoint an interim committee to study the costs of
motor vehicle insurance coverage generally, to recommend a solution
to the problem and to recommend to the Legislature regarding the
same; and, be it
Further Resolved, That the interim committee appointed by the
Joint Committee on Government and Finance shall consist of fifteen
members, five of whom shall be members of the Senate; five of whom
shall be members of the House of Delegates; one shall be a
representative of the Insurance Commissioner; one shall be a
representative of the property and casualty insurance industry;
one
shall be a property and casualty
one agent; and two shall be
consumers; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1999, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the jJoint cCommittee on
gGovernment and fFinance.
