HOUSE CONCURRENT RESOLUTION NO. 53

Requesting the Joint Committee on Government and Finance to make
a study of the total time rural students spend in route to schools, including on the bus, waiting for the bus and between buses versus the time urban students spend in route to school.

Whereas, The Legislature provides foundation allowance funding for transportation of students in addition to any other costs incurred by the counties; and
Whereas, There is an obvious and significant difference in the cost of transportation of students who live in rural areas as compared with the cost of transportation of students who live in the higher populated urban areas of the state, which often leads to rural students spending hours of total time to go to, and return from, their schools; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study the total time rural students spend in route to schools, including on the bus, waiting for the bus and between buses versus the time urban students spend in route to school; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1997,on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
