HOUSE CONCURRENT RESOLUTION 6

Recognizing and declaring March 16
as "Madison Day" in honor of James Madison.
Whereas, James Madison, fourth
President of the United States from
1809 to 1817, was born on March 16,
1751, in Orange County, Virginia;
and
Whereas, He was a participant
in the framing of the Virginia
Constitution in 1776, a member of
the Continental Congress and a
leader of the Virginia Assembly;
and
Whereas, A 36-year-old Madison was an active participant in the
debates at Philadelphia as a
delegate to the Constitutional
Convention; and
Whereas, James Madison along
with Alexander Hamilton and John
Jay made major contributions to the
ratification of the Constitution by
writing the Federalist essays; and
Whereas, James Madison has been
called the "Father of the
Constitution" and while in Congress
he helped frame the Bill of Rights
and enact the first revenue
legislation; therefore, be it
Resolved by the Legislature of
West Virginia:
That James Madison, the
"Father of the Constitution", and
that document be honored on March
16 and that March 16 be declared and recognized as "Madison Day".
