HOUSE CONCURRENT RESOLUTION NO. 75

Requesting the Joint Committee on Government and Finance to make a study of the feasibility and possible benefits of allowing a ten percent credit against personal income tax for the annual amount paid for long-term health insurance premiums.

Whereas, The cost of long-term medical and other health- related care for catastrophic illness and the cost of insurance premiums for these services has become almost prohibitive for most citizens of the State; and
Whereas, A method of providing some tax credit for the annual premiums paid on long-term health insurance premiums needs to be considered as a reduction of these costs to the citizens; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study the feasibility, benefit and need for granting a ten percent credit against personal income tax for the annual amount paid for long-term health insurance premiums, including methods and ways for the development of such a tax credit and make recommendations regarding the drafting and implementation of such laws; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1999,; on its findings, conclusions and recommendations together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
