HOUSE CONCURRENT RESOLUTION NO. 99

Requesting the Joint Committee on Government and Finance to study the development of Coalwood Way and related sites in the Big Creek District of McDowell County as historical, cultural and recreational facilities .

Whereas, The Legislature is mindful of the historical, cultural and recreational significance of the events known and believed to have occurred at Coalwood, War and related sites in the Big Creek District of McDowell County as memorialized in the trilogy of books entitled "Rocket Boys", "Sky of Stone" and "The Coalwood Way" and the movie "October Sky"
; and
Whereas, The Legislature is mindful of the benefits likely to flow from a well-planned and executed program for development of historical, educational, social, cultural and recreational attractions related to the internationally famous area and events that have taken place in the Big Creek District of McDowell County
; and
Whereas, The Legislature finds that the study of the development of historical, educational, social, cultural and recreational attractions in the Big Creek District of McDowell County
is a worthy public purpose ; therefore be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study
the development of Coalwood Way and related sites in the Big Creek District of McDowell County as historical, cultural and recreational facilities ; and, be it
Further Resolved, That the Joint Committee on Government and Finance is requested to determine the potential economic benefit of the creation of tourism, educational and recreational destinations in the Big Creek District of McDowell County
; and, be it 
Further Resolved,
That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2007, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved,
That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
