HOUSE RESOLUTION NO. 11

Commending Governor Caperton and the West Virginia public service commission for their efforts to ensure that every West Virginian has drinkable water, sanitary sewers, dependable gas, electric and telephone service at an affordable price and requesting the United States Congress to provide funding for the study of the Interstate and Intrastate Utilities Pathway System as quickly as possible.

Whereas, The unaffordability of effective wastewater facilities to approximately fifty percent of the citizens of West Virginia and the inadequate supply of "drinkable" water to approximately thirty-five percent of our people is a serious and continuing environmental, public health and administrative problem. Estimates of the magnitude of this problem and the anticipated cost of its solution are of great concern to the House of Delegates; and

Whereas, Because of the past installation practices, the location of most transmission lines for gas, telephone, electric power as well as water and sewer in a significant number of instances is unknown. This has resulted in a situation which is causing substantial losses of product into the environment, excavation injuries and major service interruptions; and
Whereas, Not only do these problems create a burden on those who depend upon the utility but the cost of these utilities continue to escalate; and
Whereas, The public service commission of West Virginia proposes a plan to study the development of the "Interstate and Intrastate Utilities Pathway System" (IIUPS). The long-range effect of this plan will be to create an underground utility pathways similar to our present highways system; and
Whereas, This pilot project, when completed in West Virginia, will become a model for all the other states. The cost of implementing this IIUPS study will be covered by a federal grant of eighty percent with a twenty percent state share; and
Whereas, The citizens of West Virginia have a right to expect the services of all major utilities, water, sewer, gas, electric and telephone at affordable cost; therefore, be it
Resolved by the House of Delegates:
That Governor Caperton and the public service commission of West Virginia be commended for their efforts to ensure that every West Virginian has drinkable water, sanitary sewers, dependable gas, electric and telephone service at an affordable price; and, be it
Further Resolved, That the House of Delegates hereby requests the United States Congress to provide funding for the study of the Interstate and Intrastate Utilities Pathway System as quickly as possible; and, be it
Further Resolved, That the Clerk of the House of Delegates is hereby directed to forward a copy of this resolution to the West Virginia delegation to the Congress of the United States.
