A BILL to amend and reenact section eleven, article one, chapter seven of the code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to increasing the value of commodities or printing that county commissions may purchase without competitive bids.

Be it enacted by the Legislature of West Virginia:
That section eleven, article one, chapter seven of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted to read as follows:
ARTICLE 1. COUNTY COMMISSIONS GENERALLY.

§7-1-11. Purchasing in open market or competitive bids.

County commissions may make a purchase of commodities and printing of five ten thousand dollars or less in amount in the open market, but a purchase of and contract for commodities and printing over five ten thousand dollars shall be based on competitive bids, except in case of emergency.
The county commission of any county is hereby authorized and empowered to promulgate rules and regulations governing the procedure of competitive bids.
As used in this section, the terms "commodities" and "printing" shall have the same meaning as those terms are defined in section one, article one, chapter five-a of this code.




NOTE: The purpose of this bill is to raise from $5000 to $10,000 the amount of commodities or printing a county commission may purchase without competitive bidding.
