SENATE CONCURRENT RESOLUTION NO. 21

Walker, White, Buckalew, Scott, Ross,
Sharpe, Schoonover, Kessler, Prezioso and Anderson)

Requesting the Joint Committee on Government and Finance to continue the legislative task force on juvenile foster care, detention and placement.

Whereas, West Virginia's youth are one of our state's most precious resources; and
Whereas, West Virginia has made tremendous strides in seeking to reform our systems of child welfare and juvenile justice; and
Whereas, Significant changes have been made in governmental structures and functions of agencies that serve the needs of West Virginia's children; and
Whereas, The task of addressing the most pressing needs faced by our state's youth has only begun; and
Whereas, It is prudent for the Legislature to continue to nurture and oversee the cooperative efforts that have been initiated in West Virginia's child welfare and juvenile justice systems; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to continue the task force on juvenile foster care, detention and placement; and, be it
Further Resolved, That the legislative task force on juvenile foster care, detention and placement report to the regular session of the Legislature, 1999, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct the task force's work, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the joint committee on government and finance.

NOTE: The purpose of this resolution is to continue the Legislative Task Force on Juvenile Foster Care, Detention and Placement.

This resolution is recommended for passage in the 1998 regular session by the Legislative Task Force on Juvenile Foster Care, Detention and Placement..
