SENATE CONCURRENT RESOLUTION NO. 21

Requesting the Joint Committee on Government and Finance to conduct
an interim study of the high costs of motor vehicle insurance
coverage in southern West Virginia.
Whereas, Many citizens of southern West Virginia are charged
higher premium rates in comparison to similar coverage in other
areas of the state; and
Whereas, It is the duty of the Legislature to try to be fair
and equitable to all the citizens of West Virginia; and
Whereas, It is the duty of the Legislature to see that those
who do business in our state are fair and equitable to all of our
citizens; and
Whereas, The differences in automobile insurance premium rates
is a matter that should be examined during the interim of the
Legislature in order to properly examine the reasoning for the
differences; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study, during the interim of the
Legislature, the high costs of motor vehicle insurance premium
rates in southern West Virginia in comparison to the seemingly
lower cost of motor vehicle insurance premium rates in other areas of the state; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2000, ofn
its findings, conclusions and recommendations, together with a drafts
of any legislation necessary to effectuate its recommendations;
to
the
Legislature at
the
beginning of
the
2000
Regular
Session;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from the legislative appropriations to the Joint Committee on
Government and Finance.
