SENATE CONCURRENT RESOLUTION NO. 33

Requesting the joint committee on government and finance to make
a study regarding the disposal and recycling of scrap tires.
Whereas, The mounting stockpiles of scrap tires in this
state's landfills have increasingly become an environmental
problem which is hazardous to public health and safety; and
Whereas, There is a need to develop alternatives to landfill
disposal, such as recycling, which would greatly reduce or
eliminate the build up of scrap tires in our state's landfills;
and
Whereas, There is a need to clean up existing piles of scrap
tires in our state which have become environmentally hazardous;
and
Whereas, Legislation has been enacted in other states, and
introduced in Congress, which would provide incentives to
encourage recycling of scrap tires and to provide funding for
clean up of existing hazardous scrap tire sites; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby requested to review, examine and study the problem of scrap tire
disposal in our state's landfills, to develop environmentally
friendly alternatives to eliminate or greatly reduce such
landfill disposal and to provide for the clean up of scrap tire
sites in our state which are environmentally hazardous; and, be
it
Further Resolved, That the joint committee on government and
finance report to the regular session of the Legislature, 1998,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the jJoint
cCommittee on gGovernment and fFinance.
