SENATE CONCURRENT RESOLUTION NO. 34

(By Senators Helmick, Kessler, Chafin, Craigo,

Dittmar, Fanning, Minard, Prezioso, Sharpe, Snyder,

Wooton, Deem and Sprouse )



Requesting the Joint Committee on Government and Finance to conduct an interim committee study of managed care in West Virginia.

Whereas, During the 1997 Regular Session, the Legislature directed the Health Care Authority to study managed care in West Virginia; and
Whereas, Pursuant to the request of the Legislature, the Health Care Authority conducted a study of managed care in West Virginia and submitted a report to the Legislature in October, 1998. The Health Care Authority assigned objectives to a subcommittee on managed care. The report makes specific recommendations regarding the matters relating to the objectives of the subcommittee; and
Whereas, The Legislature now needs to examine the report submitted by the Health Care Authority regarding the objectives set forth in the report and to consider the recommendations made by the report; and
Whereas, Additional studies should be made regarding the impact of managed care on rural health, particularly in the areas of the uninsured, and the funding sources available for the care of the indigent, as well as the impact on consumers and their ability or inability to pay. Models of managed care that have been implemented in other states should also be reviewed; and
Whereas, It is the responsibility of the Legislature to provide our citizens with the best affordable managed care that we can provide; and
Whereas, Since the Legislature required the Health Care Authority to conduct a study of managed care in West Virginia, the report submitted should be examined and reviewed; and
Whereas, The President of the Senate and the Speaker of the House of Delegates, by virtue of their positions as cochairs, should appoint an equal number of members who serve on the respective Banking and Insurance and Health and Human Resources committees of the Senate and House of Delegates, to study the report and recommendations, along with the issues contained in this resolution regarding managed care; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study, during the interim of the Legislature, the report of the West Virginia Health Care Authority which was submitted to the Legislature in October, 1998 regarding managed care in West Virginia; and, be it
Further Resolved, That the Joint Committee on Government and Finance make a report ofn its findings, conclusions and recommendations, together with a drafts of any legislation necessary to effectuate the recommendations to the Legislature at the beginning of the 2000 Regular Session; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from the legislative appropriations to the Joint Committee on Government and Finance.
