SENATE CONCURRENT RESOLUTION NO. 38

(By Senators Anderson, Love, Ball, Dittmar, Helmick, Mitchell, Ross, Unger, Deem and Minear)



Requesting that the Joint Committee on Government and Finance, in cooperation with the Department of Agriculture, conduct a study to review and consider the feasibility on establishing an agricultural land preservation foundation.

Whereas, The state should undertake efforts to preserve agricultural land and woodland in order to provide sources of agricultural products within the state for the citizens of the state, to control the urban expansion which is consuming the agricultural land and woodland of the state, to curb the spread of urban blight and deterioration and to protect agricultural land and woodland as open-space land; and

Whereas, Due to the complexity of the issues involved in preserving agricultural and woodlands, the issue cannot be fully examined within the sixty-day regular session of the Legislature; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance, in
cooperation with the Department of Agriculture, is hereby requested to conduct a study to review and consider a plan to establish an agricultural land preservation foundation; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2000, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it

Further Resolved, That the expenses necessary to conduct this study and to prepare a report be paid from legislative appropriations to the Joint Committee on Government and Finance.
