SENATE CONCURRENT RESOLUTION NO. 4
(By Senators Wooton, Walker and Boley)
Providing for a raise of the per diem rate for foster family care
homes in the state of West Virginia to fifteen dollars per
day.
Whereas, West Virginia currently pays its foster family care
homes at a rate that is one of the lowest, if not the lowest, in
the country; and
Whereas, The low rate hinders the recruitment efforts for
foster families who would otherwise welcome abused and neglected
children into their homes; and
Whereas, Currently, the per diem rate varies by the age of
the children being cared for, and all of these rates fall below
the national average for monthly maintenance; therefore, be it
Resolved by the Legislature of West Virginia:
That the per diem rates for the foster family care homes in
West Virginia be standardized, rather than vary by the age of the
children, to a rate of fifteen dollars per day; and, be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the secretary of
the department of health and human resources.
HEALTH AND HUMAN RESOURCES COMMITTEE AMENDMENTS
on page one, by striking out "lines nineteen, twenty and
twenty-one," and inserting in lieu thereof the following:
"That the department of health and human resources give
strong consideration to standardizing the per diem rates for the
foster family care homes in West Virginia, at the rate of fifteen
dollars per day, rather than varying the rates according to the
age of the child; and, be it"
