SENATE CONCURRENT RESOLUTION NO. 9
(By Senators Hunter, Oliverio, Schoonover, Ross and Love)
Requesting the joint committee on government and finance, in cooperation with the division of highways, to make a study
regarding the development of a plan for the inclusion of
orphan roads and bridges into the state road system.
Whereas, It is vitally important for the economic and social
development of the state that a program for the acquisition and
upgrading of orphan roads and bridges be undertaken by the state
to improve them to the standards of state-maintained roads. In
particular, it is found and declared that basic grading,
stabilizing and draining should be performed on orphan roads and
bridges to promote the well-being of the public; and
Whereas, It is considered necessary to establish a program
to acquire roads and bridges used by the public which are not
maintained by any governmental agency. These roads and bridges
which are not maintained by any governmental agency are
frequently referred to as orphan roads and have held that dubious
distinction, designation and position for decades with little or
no serious attempts to locate, improve and maintain them; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
requested to review, examine and study the need, in cooperation
with the West Virginia division of highways, to develop an orphan
road and bridge acquisition and upgrading program in all counties
designed to improve these roads and bridges to state road
standards; and, be it
Further Resolved, That the joint committee on government and
finance report to the regular session of the Legislature, 1998,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the jJoint
cCommittee on gGovernment and fFinance.
