A BILL to amend the Code of West Virginia, 1931, as amended, by
adding thereto a new section, designated §24-2-1j, relating to
the Public Service Commission; and authorizing incentives for
energy conversation by electric utilities through installation
of voltage regulation devices.
Be it enacted by the Legislature of West Virginia:
That the Code of West Virginia, 1931, as amended, be amended
by adding thereto a new section, designated §24-2-1j, to read as
follows:
ARTICLE 2. POWERS AND DUTIES OF PUBLIC SERVICE COMMISSION.
§24-2-1j. Incentives for energy conversation through voltage
regulation.
(a) For purposes of this section, "voltage regulation device'
means voltage regulation technologies which raise or lower voltage
dynamically and are ninety-nine percent or more efficient across at least ninety percent of the electric load curve.
(b) Electric utilities may recover the capital and operating
costs and earn a fifteen percent rate of return in the utility's
rate bases on investments and installations of voltage regulation
devices.
NOTE: The purpose of this bill is to authorize electric
utilities to install voltage regulation devices for energy
conversation and to recover the capital and operating costs,
together with a fifteen percent rate of return on investments and
installation of the devices.
