H. C. R. 108 - "Requesting the Joint Committee on Government and Finance to study the Department of Health and Human Resources in its entirety to develop a better understanding of its financial resources and the flow of money into and from the department; and
Whereas, The Legislature has experienced difficulty obtaining requested information in a timely manner or at all; and
Whereas, There has been no clearly understandable information provided to determine the number of open positions and the amount of time they have been open and the redirection of those funds to other areas by the Secretary; and
whereas, There is a great need on the part of the Legislature to have a more complete understanding of the internal allocation of appropriated funds within the department and the areas that are currently underfunded and whether there is a more rational approach to the distribution of funds that would be to the benefit of the people of the state of West Virginia; and

HEREAS , There is a strong desire on the part of the Legislature to work collaboratively to have a complete understanding of the budget and how and why decisions are made; and
whereas, The Legislature has identified concerns about unmet needs of clients served within the department and significant savings being carried forward into future years while at the same time are being told that resources are not available to meet some needs of the citizens of the state; and
whereas, The Legislature believes that as the appropriators of state funds there is a strong need to have a complete understanding of the DHHR budget; therefore, be it
Resolved by the West Virginia Legislature:
That the Joint Committee on Government and Finance is hereby requested to study the details of the department's budget with the intention of developing a better understanding of budgetary issues and a more collaborative process of working with the department to efficiently and effectively meet the needs of the citizens of the state; and, be it
Further Resolved, That the Joint Committee of Government and Finance report to the regular session of the Legislature, 2009, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
