HOUSE CONCURRENT RESOLUTION NO. 13

(By Delegates Trump, H. White, Kominar, Frederick, Cann, Faircloth, Walters, Leggett, Azinger, Ellem, Anderson, Smirl, Evans, Michael, Louisos, Stalnaker, Canterbury, Webb, L. Smith, Schadler, Overington, Armstead, Harrison, Riggs, Romine, G. White, Fletcher, Border, Hall, Carmichael and Ashley)

[Introduced March 7, 2001; referred to the

Committee on Rules.]

Requesting the West Virginia Congressional Delegation to support and vote for the repeal of the death tax as proposed by President George W. Bush.

Whereas, Women and minorities are very often owners of small and medium-sized businesses, and the death tax prevents their children from reaping the rewards of a lifetime trying to make a better life; and
Whereas, Farmers often face losing their farms because the federal government heavily taxes the estates of people who invested most of their earnings back into their farms and had only a small amount of liquid savings; and
Whereas, Employees suffer when they lose their jobs because many small and medium-sized businesses are liquidated to pay death taxes and because high capital costs depress the number of new businesses that could offer them a job; and
Whereas, If the estate tax had been repealed in one thousand nine hundred ninety-six, over the next nine years the United States economy would have averaged as much as $11 billion per year in extra output, and an average of 145,000 additional new jobs would have been created; and
Whereas, Having passed the United States House of Representatives by a vote of two hundred seventy-nine - thirty-six, and having passed the United States Senate by a vote of fifty-nine -thirty-nine, elimination of the death tax has wide bipartisan support; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature of the State of West Virginia requests our elected representatives in the United States Congress to support and vote for the repeal of the death tax as proposed by President George W. Bush; and, be it
Further Resolved, That the Clerk of the House is directed to forward a copy of this resolution to the members of the West Virginia Congressional Delegation.
