HOUSE CONCURRENT RESOLUTION 18

Requesting the Division of Highways name bridge number 06-064/00-21.75 (06A243), locally known as Howells Mill Overpass Westbound, carrying I-64 over Mud River and County Route 1 in Cabell County, the "Caldwell Brothers Memorial Bridge" and name bridge number 06-064/00-2175 (06A242), locally known as Howells Mill Overpass Eastbound, carrying I-64 over Mud River and County Route 1 in Cabell County, the "Caldwell Brothers Memorial Bridge".

Whereas, Clyde Raymond Caldwell was born on December 10, 1911; and

Whereas, Andrew Carlton Caldwell was born in Milton, Cabell county on August 16, 1925; and

Whereas, John Leroy Caldwell was born February 12, 1932 in Ona, Cabell County; and

Whereas, Lewis Eugene Caldwell was born January 19, 1923 in Cabell County; and

Whereas, Clyde Raymond Caldwell served his country as a US Army PFC. Raymond, as he was known, served in European theater in World War II. Injured while fighting in France, where he fought on the front line, he was later captured while escorting a German soldier he had captured. He was later awarded a Purple Heart and POW award. Dates of service October 24, 1944, to October 5, 1945. He was held in Stalag 7A for eight months, where he was treated poorly, given ill-fitting clothing and shoes that did not fit and barely fed. He and the other prisoners were liberated on June 6, 1945; and

Whereas, Andrew Carlton Caldwell, known as Carl, served in the U.S. Army as a Private First Class from December 3, 1943 until May 4, 1946, receiving an American Theater Ribbon, an EAME Ribbon with two Gold Stars, and a Good Conduct Medal; and

Whereas, John Leroy Caldwell served in the U.S. Army during World War II; and

Whereas, Lewis Eugene Caldwell, known as Gene, served in the Unites States Navy as a Radioman 3c from March 15, 1943 until December 17, 1945; and

Whereas, Clyde Raymond Caldwell died September 5, 1991, having retired from Barboursville Clay Manufacturing Services, and having been a member of Beulah Ann Missionary Baptist Church, and survived by His wife, Elizabeth and their two sons,; and

Whereas, Andrew Carlton Caldwell died July 15, 2013; and

Whereas, John Leroy Caldwell was a member of Beulah Ann Missionary Baptist Church, and was survived at his death on May 21, 2013 by his wife, Alliene and their three children and multiple grandchildren; and he was known as the "Honorary Mayor of Milton"; and

Whereas, Lewis Eugene Caldwell retired from Houdaille Industries. He and his wife, Mildred, were caretakers of Camp Ona for 30 years. Gene served as a deacon, and both he and his wife have been teachers and leaders in the church; and

Whereas, It is fitting that an enduring memorial be established to commemorate The Caldwell Brothers and their contributions to our state and country; therefore, be it

Resolved by the Legislature of West Virginia:

That the Division of Highways is hereby requested to name bridge 06-064/00-21.75 (06A243), locally known as Howells Mill Overpass Westbound, carrying I-64 over Mud River and County Route 1 in Cabell County and 06-064/00-2175 (06A242), locally known as Howells Mill Overpass Eastbound, carrying I-64 over Mud River and County Route 1 in Cabell County, the "Caldwell Brothers Memorial Bridge"; and, be it

Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "Caldwell Brothers Memorial Bridge"; and, be it

Further Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
