HOUSE CONCURRENT RESOLUTION 20

H. C. R. 20--Requesting the Governor of West Virginia, the West Virginia members of the United States Congress, the Secretary of Transportation and the Commissioner of the Division of Transportation to support and assist the completion of the Coalfields Expressway.
WHEREAS, The Intermodal Surface Transportation Efficiency Act (ISTEA) provides for the construction of the Coalfields Expressway from Beckley, West Virginia, to the Virginia state line at Grundy; and
WHEREAS, Construction of the Coalfields Expressway will significantly contribute to the improvement of transportation into, from, within and through southern West Virginia, assist in regional economic development and generally enhance highway safety; and
WHEREAS, Federal legislation has designated the Coalfields Expressway as a component of the National Highway System, making the project eligible for federal funds; and
WHEREAS, The Coalfields Expressway's inclusion in the National Highway System will make it an integral part of the nation's most important long-distance, high-speed highway system, providing efficient, safe and convenient movement of goods and people throughout the United States; and
WHEREAS, The Coalfields Expressway Authority, a public corporation created by an act of the West Virginia Legislature in 1996, highly advocates the recreational, tourism, industrial, economic and community development aspects of the Coalfields Expressway; and
WHEREAS, The prompt construction of the Coalfields Expressway is indispensable to the economic development of southern West Virginia and time is of the essence; therefore, be it
Resolved by the Legislature of West Virginia:

That the Governor of West Virginia, the West Virginia members of the United States Congress, the Secretary of Transportation and the Commissioner of the Division of Transportation are hereby requested to make all possible efforts to support and assist the completion of the Coalfields Expressway; and, be it
Further Resolved, That the Clerk of the House of Delegates transmit copies of this resolution to the Governor of West Virginia, the West Virginia members of the United States Congress, the Secretary of Transportation and the Commissioner of the Division of Transportation in order that they may be apprised of the sense of the House of Delegates of West Virginia in this matter.
