HOUSE CONCURRENT RESOLUTION NO. 26

Consolidating the graduate and undergraduate student internship programs of the West Virginia Legislature.

Whereas, The Legislature desires to provide a special and unique learning experience for selected graduate and undergraduate students from West Virginia's public and private colleges and universities so that students may learn about the legislative branch of government through a concentrated and organized work/study program encompassing regular sessions of the Legislature; and
Whereas, The Legislature provides five separate programs for said interns, four of which were created by resolution over prior decades; and
Whereas, Many components of the programs have been combined over the past several years for cost efficiency and ease of orientation; and
Whereas, On June 13, 2000, the Committee on Government and Finance adopted a motion to combine the Frasure-Singleton, Judith A. Herndon, Walter Rollins Scholars and Robert W. Burk, Jr. student intern programs under one committee entitled the "Legislative Intern Committee" pending a formal resolution to be offered during the 2001 Regular Session of the Legislature; and
Whereas, It is the intent of the Legislature to bring under the auspices of the Legislative Intern Committee the Legislative Information Internship, heretofore provided by the Legislature without formal resolution; therefore, be it
Resolved by the Legislature of West Virginia:
That approval is hereby expressed for the formal creation of the Legislative Intern Committee to facilitate observation of and participation in future regular sessions of the West Virginia Legislature by selected graduate and undergraduate students attending West Virginia's public and private universities and colleges and participating in the Frasure-Singleton, Judith A. Herndon, Walter Rollins Scholars, Robert W. Burk, Jr., and Legislative Information Internship or any future graduate or undergraduate program offered by the West Virginia Legislature; and, be it
Further Resolved, That the Speaker of the House and the President of the Senate are authorized to appoint a select committee of legislators and citizens to recommend program guidelines and selection criteria for candidates uniquely qualified to be interns of the programs under the Legislative Intern Committee to the Joint Committee on Government and Finance for its approval; and, be it
Further Resolved, That the legislative funds necessary for the expense of the programs under the Legislative Intern Committee shall be paid from legislative appropriations to the Joint Committee on Government and Finance.
