HOUSE CONCURRENT RESOLUTION NO. 33

(By Delegates Trump, Manuel, Faircloth,

Douglas, Doyle and Overington)

Requesting the Governor of West Virginia, the West Virginia members of the United States Congress, the United States Secretary of Transportation and the West Virginia Secretary of Transportation and Commissioner of the Division of Highways to support and assist the completion of the U. S. Route 522 Berkeley Springs Bypass.

Whereas, During the second regular session of the 74th Legislature, the West Virginia Legislature did authorize the sale of one hundred ten million dollars in road bonds in July, 2000, approved by the citizens of West Virginia in the safe roads amendment; and
Whereas, The proceeds from the sale of these bonds were to be used specifically for highway projects that would help ease congestion and promote economic development; and
Whereas, Ten million dollars was earmarked to construct a portion of the U. S. Route 522 Berkeley Springs Bypass; and
Whereas, The construction of the U. S. Route 522 Berkeley Springs Bypass would alleviate the ever increasing traffic congestion, improve safety upon that heavily traveled road, and enhance economic development and tourism in the area; and
Whereas, Delays in the construction of this much needed bypass would increase the risk of vehicular accidents and threaten the safety of area residents and travelers; and
Whereas, Construction of the U. S. Route 522 Berkeley Springs Bypass is essential to the continued growth and economic health of the area; and
Whereas, Construction of the U. S. Route 522 Berkeley Springs Bypass is essential to the protection and preservation of West Virginia's environment, including some of our most important natural resources such as the Lord Fairfax Springs located in the town of Bath; therefore, be it
Resolved by the Legislature of West Virginia:
That the Governor of West Virginia, the West Virginia members of the United States Congress, the United States Secretary of Transportation and the West Virginia Secretary of Transportation and Commissioner of the Division of Highways are hereby requested to make all possible efforts to support and assist the completion of the U. S. Route 522 Berkeley Springs Bypass including the expenditure of funds for that purpose from the safe road bonds sold and to be sold in the years two thousand and two thousand one; and, be it
Further Resolved, That the Clerk of the House of Delegates transmit copies of this resolution to the Governor of West Virginia, the West Virginia members of the United States Congress, the United States Secretary of the Department of Transportation and the West Virginia Secretary of Transportation and Commissioner of the Division of Highways in order that they may be apprised of the sense of the House of Delegates of West Virginia in this matter.
