Requesting the Joint Committee on Government and Finance study the
soft drink tax, also known as the pop tax, currently in
existence in the state of West Virginia.
Whereas, The pop tax was created by the West Virginia
Legislature over a half century ago to build and equip the original
University Hospital and the medical school.
Whereas, The current pop tax has been in existence for over
fifty years without an analysis of how it is used and its impact on
the pop industry; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the current use of the pop tax, the fairness of
the pop tax and how the West Virginia University's health
profession programs are funded.
Further resolved, That the Joint Committee on goverment and
Finance report to the Legislature,2008, its findings, conclusions
and recommendations, together with drafts of any legislation necessary to effectuate its recommendations;
and, be it
Further resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft legislation be paid from
legislative appropriations to the Joint Committee on Government and
Finance.
