HOUSE CONCURRENT RESOLUTION NO. 73

Requesting that the Joint Committee on Government and Finance
authorize a study of the structure and organization of the
West Virginia Racing Commission, Athletic Commission and
Lottery.

HEREAS
, The gaming industry in West Virginia is regulated by
several agencies which can result in duplication, conflicting state
policies and lack of efficiency; and

HEREAS
, The gaming industry could be better regulated through
a single point of control; and
W
HEREAS
, House Bill 4651 was introduced to reorganize the
regulation of the gaming industry; and
W
HEREAS
, The Legislature is committed to devoting sufficient
time and attention to reorganizing the regulation of the gaming
industry;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the structure and organization of the West
Virginia Racing Commission, Athletic Commission and Lottery
Commission
; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the Regular Session of the Legislature, 2009, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the Legislative expenses necessary to
conduct this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
