HOUSE CONCURRENT RESOLUTION 74

Requesting the Joint Committee on Government and Finance to conduct a comprehensive study of the structure, duties and functions of the various governmental entities created within the Executive Department of state government;

Whereas, The West Virginia Legislature has, through the years, authorized the creation of a number of agencies, authorities, commissions, boards, offices, divisions and other entities within the Executive Department of the state government of West Virginia; and
Whereas, Proper Legislative oversight of these various entities is critical to the Legislature's understanding of their function, usefulness and effectiveness and to the best interests of the citizens of this State; and
Whereas, The statutory authorization, structure, powers, duties and authority for some of the governmental entities heretofore created may need to be updated and modernized; and
Whereas, The efficiency and effectiveness of state government may, in some instances, be served by a transfer of functions and duties from one entity to another; and
Whereas, Some entities no longer serve a rational purpose and should be restructured, reorganized, consolidated or eliminated altogether; and
Whereas, A comprehensive survey of the duties and functions of the entities in the Executive Department of state government has not been conducted by the Legislature in many years; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to
study the structure, duties and functions of the various governmental entities created within the Executive Department of state government ; and be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2003, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
