HOUSE CONCURRENT RESOLUTION NO. 84

Requesting the Joint Committee on Government and Finance to study
the feasability and efficacy of protecting the natural,
historic, agricultural, open-space and scenic resources of
West Virginia
by imposing land use and control measures
for
designated landscapes and scenic vistas as unsuitable for
development
.
Whereas, There is an import and significant public benefit of
conserving and preserving the natural, historic, agricultural,
open-space and scenic resources of West Virginia; and
Whereas, The State of West Virginia's rural character, natural
wonders, scenic beauty and recreational opportunities combine to
create an exceptional quality of life for its citizens; and
Whereas, West Virginia's scenic landscapes and vistas serve as
an economic engine supporting vibrant tourism industry; and
Whereas, West Virginia's unique and scenic landscapes and
vistas are key to attracting new businesses and knowledgeable
workers who are mobile and capable of doing business anywhere and
critical to diversifying the economy of the State of West Virginia;
and
Whereas,
West Virginia's unique and scenic landscapes and vistas provide all West Virginians recreational opportunities
important to their health and well-being; and
Whereas,
It is critical to encourage cooperation and innovation
to conserve West Virginia's unique and scenic vistas and
landscapes; and
Whereas, There is a critical need to invest in the conservation
of unique and scenic landscapes and vistas in West Virginia;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the feasability and efficacy of protecting the
natural, historic, agricultural, open-space and scenic resources of
West Virginia
by imposing land use and control measures
for
designated landscapes and scenic vistas as unsuitable for
development
; and, be it
Further Resolved, That a final report be prepared to include
specific recommendations concerning the feasability and efficacy of
imposing land use and control measures to preserve designated
landscapes and scenic vistas,
and how the State can implement these
land use and control measures to obtain its objective; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature in 2011 on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
