HOUSE RESOLUTION NO. 3

Recognizing 4H clubs for their service to the youth of our
communities and recommending to parents that they encourage
club participation by their youthful children.

Whereas, Many independent youth clubs were established
throughout rural America by the late nineteenth century for the
purposes of general education of our youth and advancing
agricultural technology; and

Whereas, From the 1914 establishment of the cooperative
extension system, local county agents began organizing the clubs
and from which the number of 4H clubs grew rapidly throughout the
country; and

Whereas, The expansion of our educational system has operated
a change in the purposes of 4H clubs to those which, through club
projects and activities, serve to foster positive social skills,
build strong character, and enhance self-appreciation and respect
for community values in the clubs' youthful members; and

Whereas, Such long and valuable service is worthy of
recognition and recommendation to the parents of the children of
our state; therefore, be it
Resolved by the House of Delegates:

That appreciation is hereby expressed to the 4H clubs of our
state; and, be it
Further Resolved, That each parent of a youthful child in this
state is encouraged to recommend to such child that he or she join
and participate in their local 4H club; and, be it
Further Resolved, That the Clerk is hereby directed to forward
a copy of this resolution to each and every county extension agent
in the State of West Virginia.
