A BILL to amend and reenact §18-9A-8 of the code of West Virginia,
1931, as amended, relating to state funding for those county
school boards that have appointed a treasurer other than the
sheriff to defray all or part of the treasurer's salary.
Be it enacted by the Legislature of West Virginia:
That §18-9A-8 of the code of West Virginia, 1931, as amended,
be amended and reenacted to read as follows:
ARTICLE 9A. PUBLIC SCHOOL SUPPORT.
§18-9A-8. Foundation allowance for administrative cost.
For the fiscal year beginning on the first day of July, one
thousand nine hundred ninety, the allowance for administrative cost
shall be equal to one and twenty-five one-hundredths percent of the
allocation for professional educators, as determined in section
four of this article as of the first day of July, one thousand nine
hundred ninety.
Distribution of the computed allowance for the fiscal year
beginning on the first day of July, one thousand nine hundred
ninety, shall be made as follows:
(1) Fifty-six percent of the allowance shall be distributed to
the counties in equal amounts; and
(2) Forty-four percent of the allowance shall be distributed
to the regional educational service agencies in accordance with
rules adopted by the state board. The allowance for regional
educational service agencies shall be excluded from the computation
of total basic state aid as provided for in section twelve of this
article; and
(3) Commencing on the first day of July, two thousand four,
the annual sum of fifty thousand dollars shall be distributed to
each county school board that has appointed a treasurer other than
the county sheriff to defray, in whole or in part, the treasurer's
salary.
For the fiscal year beginning on the first day of July, one
thousand nine hundred ninety-one, and for each fiscal year
thereafter, the allowance for administrative cost shall be equal to
one hundred fifty dollars multiplied by the number of professional
educators authorized in compliance with sections four and five-a of
this article. The allowance shall be distributed to the counties
in equal amounts.
NOTE: The purpose of this bill is to substantially defray the
expense of employing treasurers of the county boards of education
that have treasurers other than the sheriff.
