A BILL to amend chapter five-b of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new article, designated article one-b, relating to establishing a permanent statewide trail coordinator for all recreational trails in West Virginia .

Be it enacted by the Legislature of West Virginia:
That chapter five-b of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new article, designated article one-b, to read as follows:
ARTICLE 1B. WEST VIRGINIA STATEWIDE TRAIL COORDINATOR.

§5B-1B-1. Legislative findings.

The Legislature finds that the West Virginia trails coalition informally acts as the statewide trail coordinator for all recreational trails in West Virginia
and has established a state trails plan. The state trails plan increases coordination among existing entities and agencies associated with recreational trails in West Virginia . Little money is needed to implement the plan and the plan has a positive impact on the economy of this state.
The West Virginia trails coalition is only able to act as the statewide trail coordinator in a temporary capacity. A statewide trail coordinator is needed to permanently direct the state trails plan.
The Nick J. Rahall II Appalachian transportation institute was created to develop and promote transportation and associated activities in West Virginia.

Therefore the Legislature declares that the Nick J. Rahall II Appalachian transportation institute permanently direct the state trails plan.

§5B-1B-2. Statewide trail coordinator; duties.
(a) The Nick J. Rahall II Appalachian transportation institute is the permanent statewide trail coordinator for all recreational trails in West Virginia
.
(b) The statewide trail coordinator shall have the following duties:
(1) Implementing the state trails plan;
(2) Coordinating existing entities and agencies associated with recreational trails in West Virginia;

(3) Acting as an advocate for the state trails
plan; and
(4) Performing such other necessary
duties.
(c) For the purposes of this article the term "recreational trails
" means hiking, biking, all terrain vehicle trails and any other recreational trails.

(NOTE: The purpose of this bill is to establish the Nick J. Rahall II Appalachian transportation institute as the
permanent statewide trail coordinator for all recreational trails in West Virginia .
