A BILL to amend the code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18-2-19, relating to the state board of education; and board adopting a policy of full employment reciprocity for qualified teachers and administrators.

Be it enacted by the Legislature of West Virginia:
That the code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §18-2-19, to read as follows:
ARTICLE 2. STATE BOARD OF EDUCATION.

§18-2-19. Study on creating a policy of full reciprocity for teaching and administrative personnel.

The West Virginia board of education shall conduct a comprehensive study upon the feasibility of a policy to move to full reciprocity for all teachers and administrators holding current, valid certificates or licenses in another state. The state superintendent shall prepare a written report detailing the findings, conclusions and recommendations generated by the study to be presented to the legislative oversight commission on education accountability by the first day of January, two thousand five.




NOTE: The purpose of this bill is to secure the results of a study by the state board of education on adoption of a policy of full reciprocity between states in hiring qualified teachers and administrators.
