SENATE CONCURRENT RESOLUTION NO. 21

(By Senators Hunter, Boley, Mitchell, Oliverio, Redd and Caldwell)




Requesting the Joint Committee on Government and Finance study boot camp-style residential facilities for troubled youth.

Whereas, Since 1995, military-style boot camp schools have been developed as a popular alternative detention center for juveniles; and

Whereas, Supporters of such programs stress that uniforms, discipline and holding teens accountable for their actions adds needed structure to their lives; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is requested to review, examine and study boot camp-style residential facilities for troubled youth, the effectiveness of such programs and reasonable and efficient methods of establishing such programs; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2002, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
