SENATE CONCURRENT RESOLUTION NO. 25

Requesting the Joint Committee on Government and Finance study
creating a small disadvantaged business loan pool offered by
certain private local financial institutions and guaranteed by
the State of West Virginia.
Whereas,
It is important to assist in the development of small
disadvantaged businesses throughout the state for the benefit of
disadvantaged individuals and communities; and
Whereas,
The citizens of the State of West Virginia realize
that offering business loans to small disadvantaged businesses
benefits all citizens of the state by encouraging small
disadvantaged business growth and creating new employment
opportunities in disadvantaged communities; and
Whereas,
The Economic Development Authority has been actively
working in conjunction with various stakeholders to study the
creation of a small disadvantaged business loan pool whereby
certain private local financial institutions would offer loans
guaranteed by the state; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study creating a small disadvantaged business loan
pool offered by certain private local financial institutions and guaranteed by the State of West Virginia; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2006, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
