SENATE CONCURRENT RESOLUTION NO. 30

(By Senators Bailey, Snyder, Unger, Minard, Anderson,

Mitchell, Caldwell and Rowe)

Requesting the Joint Committee on Government and Finance conduct an interim study of law-enforcement training, higher educational courses and training facilities.

Whereas, The Legislature is aware of the importance of the training of law-enforcement officers in West Virginia; and
Whereas, Proper education and training of all law-enforcement officers are vital to the protection of not only the officers, but the citizens they serve as well; and
Whereas, Advanced higher educational courses that could greatly enhance the ability of West Virginia's law-enforcement officers to serve and protect our citizens do exist; and
Whereas, A thorough study by the Joint Committee on Government and Finance of law-enforcement training, higher educational courses, training facilities and higher educational preparation of potential officers should be conducted in order to better serve our law-enforcement officers and citizens; and
Whereas, The President of the Senate and the Speaker of the House of Delegates are requested to appoint five members from each house of the Legislature to examine all aspects of the training received by our law-enforcement officers in order for our officers to receive the most proficient educational, ideological and technological training possible; and
Whereas, It is hereby requested that representatives from West Virginia's various law-enforcement agencies and other entities be involved in assisting the study by making recommendations and expressing problems and potential problems that do or may exist with law-enforcement education, educational courses, training and training facilities. These representatives should include, but not be limited to, the State Police, the Sheriffs' Association, the Deputy Sheriffs' Association, the Fraternal Order of Police, correctional officers, conservation officers, Fire Marshal's Office, higher education, adult education, Chief of Police Association, Department of Natural Resources, Municipal Civil Service, Association of Counties, Municipal League, Governor's Commission on Criminal Justice and Law Enforcement; and
Whereas, The study shall also include a thorough examination of higher educational courses, facilities and study courses used for the training of law-enforcement officers; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is requested to conduct a study during interims, 2001, on law-enforcement training, higher education courses and training facilities; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2002, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
