SENATE CONCURRENT RESOLUTION NO. 55

Requesting the Joint Committee on Government and Finance study the enormous benefits and potentialities of aquaculture for the future of West Virginia.

Whereas, Aquaculture is the cultivation of the natural produce of water, especially fish, and is already an ongoing commercial business in West Virginia which could be improved to provide even more career opportunities; and
Whereas, The study of aquaculture is already being taught in at least 30 high schools and in one four-year college program in the state, impacting significantly upon the future of the state by keeping our children in West Virginia; and
Whereas, Aquaculture could be a ready source of economic development in the state since the facilities are not portable and start-up costs can be minimal; and
Whereas, Aquaculture supports recreation and tourism in the state and is an environmentally friendly endeavor whereby water put through fish farms is enriched and then used to irrigate fields and crops; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study the enormous benefits and potentialities of aquaculture for the future of West Virginia
; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2004, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
