SENATE CONCURRENT RESOLUTION NO. 65

Requesting the Joint Committee on Government and Finance study the tax implications on loan repayment for physicians and other health care providers in rural clinics, small hospitals and other entities of rural health care.

Whereas, Competent health care providers are absolutely essential to West Virginia's rural communities; and
Whereas, The Rural Health Education Partnerships Program and other programs are putting forth a concerted effort to recruit these critical health care providers into underserved areas; and
Whereas, Educational loan repayments are taxable, which is a heavy burden for new graduates entering into jobs as health care providers, and the reality of a lower income from working in under served communities serves as a further deterrent to recruitment; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to study the tax implications on loan repayment for physicians and other health care providers in rural clinics, small hospitals and other entities of rural health care; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 2003, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
