SENATE CONCURRENT RESOLUTION NO. 77

Requesting the Joint Committee on Government and Finance study the
West Virginia Affordable Housing Trust Fund.
Whereas, The Affordable Housing Trust Fund was created by the
Legislature in 2001 to help meet housing needs in West Virginia;
and
Whereas, The Affordable Housing Trust Fund has not been able
to meet its purpose due to the board's composition and lack of
permanent funding; and
Whereas, The Affordable Housing Trust Fund is a valuable tool
and needs to be reviewed to determine the best way to meet housing
needs in West Virginia; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study the West Virginia Affordable Housing Trust Fund;
and, be it
Further Resolved, That the Joint Committee on Government and Finance consult with representatives for the Affordable Housing
Trust Fund and determine the needs of assistance to not-for-profit
and public housing providers, how those needs can be met and a
permanent funding solution; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2005, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
