SENATE RESOLUTION NO. 31
(By Senators Hunter, Bailey, Burnette, McCabe, Unger, Helmick,
Oliverio, Kessler, Wooton, Plymale, Rowe, Caldwell, Mitchell,
Bowman, Prezioso, Fanning, Edgell, Minard, Anderson, Snyder,
Jackson, Sharpe, Ross, Chafin, Craigo and Tomblin, Mr. President)
Commending the Honorable Robert C. Byrd for his support of a
constitutional amendment to establish reasonable limits on
contributions and spending in political campaigns.
Whereas, Senator Robert C. Byrd has lent his support to a
proposal to amend the U. S. Constitution in order to rein in the
"out-of-control" spending on political campaigns; and
Whereas, Campaign spending has skyrocketed in recent years,
putting the cost of running for office out of the reach of the
majority of Americans; and
Whereas, In the most recent national elections, an average
winning House race cost $816,000 and an average winning Senate race
cost over $7,000,000; therefore, be it
Resolved by the Senate:
That the Senate hereby commends Senator Byrd for his support for a constitutional amendment to establish reasonable limits on
contributions and spending in political campaigns; and, be it
Further Resolved, That the Clerk is hereby directed to forward
a copy of this resolution to the Honorable Robert C. Byrd.
