SENATE RESOLUTION NO. 8

(By Senators Sprouse, Oliverio, McKenzie, Minear, Jackson, Bowman, Wooton, Plymale, Snyder, Bailey, Prezioso, Craigo, McCabe, Unger, Anderson, Helmick, Edgell, Kessler, Minard, Sharpe, Ross, Mitchell, Love, Caldwell, Rowe, Hunter, Redd, Burnette, Boley and Tomblin, Mr. President)


Recognizing the contributions of the West Virginia Association of Rehabilitation Facilities.

Whereas, West Virginia strives to assist its citizens with severe disabilities to achieve maximum personal independence through meaningful, productive and gainful employment which enhances dignity while minimizing dependence on government support; and
Whereas, All West Virginians benefit when our citizens with disabilities are able to work for a wage; and
Whereas, The State Use Program, which was created by the Legislature in 1984, allows community rehabilitation programs to provide products and services to state agencies without the requirement of competitive bidding; and
Whereas, The West Virginia Association of Rehabilitation Facilities (WVARF) acts as the central nonprofit agency for implementing the State Use Program; and
Whereas, Through the State Use Program, WVARF has helped to create industries and expand businesses which contribute to the economic development of local communities throughout West Virginia; and
Whereas, WVARF and its participating community rehabilitation programs have provided jobs to thousands of West Virginians with disabilities; and
Whereas, WVARF is a nationwide leader among similar programs that focus energy and resources toward providing employment for persons with disabilities; therefore, be it
Resolved by the Senate:
That the Senate hereby recognizes the West Virginia Association of Rehabilitation Facilities, its member community rehabilitation programs and the State Use Program as valuable and dynamic forces in promoting gainful employment for West Virginians with disabilities; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the West Virginia Association of Rehabilitation Facilities.
