The House of Delegates met at 11:00 a.m., and was called to order by the Honorable Richard
Thompson, Speaker.
Prayer was offered and the House was led in recitation of the Pledge of Allegiance.
The Clerk proceeded to read the Journal of Monday, February 23, 2009, being the first order
of business, when the further reading thereof was dispensed with and the same approved.

assistance, home rehabilitation, job training and placement, nutrition for the elderly and children,
counseling, health education, welfare reform, family monitoring and many other valuable programs;
and
Whereas, Community action agencies try to find the causes of poverty to assist many
individuals in achieving self-sufficiency; and
Whereas, Community action agencies, in partnership with elected officials, the private
sector and the citizens of West Virginia, continue to identify low-income conditions and pursue

these costs should not burden future generations. The care should be available without
discrimination or exclusions based on income, medical condition, employment status, gender, age,

diet and exercise, should be top priorities; and
Whereas, Comprehensive health care coverage must be affordable to all purchasers:
individuals, families, businesses, and government and the rising cost of West Virginia health care

Whereas, More than 60 organizations have come together as West Virginians' Campaign
